Here's a tutorial I found on the internet that relates to the Photoshop plastic wrap filter. This particular effect is GREAT for adding shine/goo/gloss to your images as shown in the photohop tutorials here.

The PSPI plug-in for GIMP lets you run Photoshop plug-ins.
